Conakry le 26 octobre – Le Ministre du Plan, de la Coop\u00e9ration Internationale et du D\u00e9veloppement, Ismael NABE, a re\u00e7u ce lundi, une d\u00e9l\u00e9gation de la Banque islamique de d\u00e9veloppement (BID), venue en mission de supervision du portefeuille de projets financ\u00e9s par l\u2019institution en Guin\u00e9e. Cette rencontre visait notamment \u00e0 examiner le niveau d\u2019ex\u00e9cution des projets en cours, \u00e0 identifier les contraintes qui freinent les d\u00e9caissements et \u00e0 pr\u00e9parer le portefeuille de coop\u00e9ration pour 2027.<\/p>\n

Au cours des \u00e9changes, le Ministre est revenu sur sa r\u00e9cente rencontre avec le Pr\u00e9sident de la BID \u00e0 Bangkok, o\u00f9 la performance du portefeuille guin\u00e9en avait \u00e9t\u00e9 abord\u00e9e. Il a soulign\u00e9 la n\u00e9cessit\u00e9 de renforcer la coordination entre les d\u00e9partements minist\u00e9riels, les agences d\u2019ex\u00e9cution et les \u00e9quipes de la Banque afin d\u2019acc\u00e9l\u00e9rer la mise en \u0153uvre des projets.<\/p>\n

Le taux de d\u00e9caissement, actuellement inf\u00e9rieur \u00e0 19 %, constitue une pr\u00e9occupation majeure. \u00c0 cet effet, le Ministre a fix\u00e9 un objectif de 25 % \u00e0 atteindre d\u2019ici \u00e0 la fin de l\u2019ann\u00e9e 2026, en appelant l\u2019ensemble des parties prenantes \u00e0 redoubler d\u2019efforts pour lever les blocages administratifs et op\u00e9rationnels.<\/p>\n

Plusieurs projets prioritaires ont \u00e9t\u00e9 \u00e9voqu\u00e9s, notamment la route Bok\u00e9-K\u00e9bo, dont les proc\u00e9dures contractuelles doivent \u00eatre acc\u00e9l\u00e9r\u00e9es, ainsi que la route Lab\u00e9-Mali, en particulier son troisi\u00e8me lot. Le Ministre a r\u00e9affirm\u00e9 son engagement \u00e0 travailler avec son homologue charg\u00e9 des Infrastructures et les services concern\u00e9s pour faciliter l\u2019aboutissement des proc\u00e9dures et permettre une progression effective des travaux.<\/p>\n

Au-del\u00e0 de l\u2019acc\u00e9l\u00e9ration des projets en cours, le Ministre a insist\u00e9 sur la n\u00e9cessit\u00e9 d\u2019adopter une approche pragmatique dans la gestion du portefeuille. Il a pr\u00e9conis\u00e9 un accompagnement renforc\u00e9 des \u00e9quipes d\u2019ex\u00e9cution, notamment en mati\u00e8re de gestion de projet et de passation des march\u00e9s, tout en envisageant, lorsque cela s\u2019av\u00e8re n\u00e9cessaire, la cl\u00f4ture des projets durablement bloqu\u00e9s au profit de nouvelles op\u00e9rations suffisamment matures et \u00e0 fort impact.<\/p>\n

La pr\u00e9paration du portefeuille pour 2027 a \u00e9galement occup\u00e9 une place importante dans les discussions. Un pipeline pr\u00e9visionnel d\u2019environ 500 millions de dollars am\u00e9ricains est envisag\u00e9, couvrant notamment les secteurs des transports et de l\u2019agriculture, ainsi que d\u2019autres investissements susceptibles d\u2019\u00eatre d\u00e9velopp\u00e9s en cofinancement avec d\u2019autres partenaires techniques et financiers. La maturit\u00e9 des projets et leur niveau de pr\u00e9paration devront guider leur inscription dans cette programmation.<\/p>\n

Le Ministre NABE a par ailleurs insist\u00e9 sur l\u2019importance de mieux int\u00e9grer les donn\u00e9es d\u00e9mographiques dans la conception des politiques publiques et des investissements. S\u2019appuyant sur les r\u00e9sultats du Recensement g\u00e9n\u00e9ral de la population et de l\u2019habitation, il a soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019actualiser les \u00e9tudes et les projections afin de tenir compte de l\u2019\u00e9volution des besoins des populations, notamment dans les secteurs de l\u2019eau, de l\u2019assainissement et des infrastructures.<\/p>\n

Dans cette dynamique, il a invit\u00e9 la mission \u00e0 examiner les possibilit\u00e9s d\u2019\u00e9largissement du partenariat \u00e0 de nouveaux projets, particuli\u00e8rement dans le domaine des statistiques, afin de renforcer les capacit\u00e9s nationales en mati\u00e8re de production et d\u2019utilisation des donn\u00e9es pour la planification du d\u00e9veloppement.<\/p>\n

Enfin, le Ministre Isma\u00ebl NABE a appel\u00e9 \u00e0 l\u2019acc\u00e9l\u00e9ration de l\u2019am\u00e9nagement du bureau pays de la BID, afin de doter l\u2019institution d\u2019un cadre de travail et de repr\u00e9sentation \u00e0 la hauteur de l\u2019importance de son engagement en Guin\u00e9e.<\/p>\n

R\u00e9affirmant la disponibilit\u00e9 du Gouvernement \u00e0 accompagner les \u00e9quipes de la Banque et les structures nationales concern\u00e9es, il a soulign\u00e9 que l\u2019am\u00e9lioration de la performance du portefeuille demeure un enjeu essentiel pour consolider ce partenariat et garantir des r\u00e9sultats concrets au b\u00e9n\u00e9fice des populations guin\u00e9ennes.<\/p>\n","protected":false},"excerpt":{"rendered":"
