modernisation du syst\u00e8me \u00e9ducatif guin\u00e9en et dans le renforcement d\u2019une gouvernance publique fond\u00e9e sur des donn\u00e9es fiables, des projections rigoureuses et une planification strat\u00e9gique.<\/p>\n<p>Dans son allocution, le Premier Ministre, Chef du Gouvernement, a salu\u00e9 la synergie d\u2019action et la compl\u00e9mentarit\u00e9 exemplaire entre les diff\u00e9rents services du minist\u00e8re en charge de l\u2019\u00c9ducation et l\u2019Institut National de la Statistique (INS), relevant du Minist\u00e8re du Plan, estimant que cette coop\u00e9ration interinstitutionnelle traduit la volont\u00e9 du Gouvernement de b\u00e2tir un \u00c9tat strat\u00e8ge, capable de d\u00e9cider sur la base d\u2019\u00e9vidences solides et d\u2019anticiper les besoins des populations.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-19752\" \/><\/p>\n<p>Il a soulign\u00e9 la port\u00e9e structurante de cette r\u00e9forme, rappelant que la carte scolaire constitue un instrument essentiel pour organiser de mani\u00e8re rationnelle et \u00e9quitable le syst\u00e8me \u00e9ducatif, anticiper les besoins futurs et garantir \u00e0 chaque enfant un acc\u00e8s \u00e9quitable \u00e0 l\u2019\u00e9ducation sur l\u2019ensemble du territoire national. Il a \u00e9galement ouvert la perspective d\u2019une future carte sanitaire, illustrant une ambition plus large de planification int\u00e9gr\u00e9e des politiques publiques.<\/p>\n<p>Prenant la parole, le Ministre Isma\u00ebl NAB\u00c9 a rappel\u00e9 que la carte scolaire d\u00e9passe largement un simple exercice de cartographie. Elle constitue un v\u00e9ritable outil strat\u00e9gique de planification, un instrument d\u2019aide \u00e0 la d\u00e9cision et un levier fondamental pour la transformation durable du syst\u00e8me \u00e9ducatif national.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-19760\" src=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/17-5-333x500.jpg\" alt=\"\" width=\"333\" height=\"500\" srcset=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/17-5-333x500.jpg 333w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/17-5-683x1024.jpg 683w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/17-5.jpg 720w\" sizes=\"(max-width: 333px) 85vw, 333px\" \/><\/p>\n<p>Il a salu\u00e9 le leadership et l\u2019engagement du Ministre Alpha Bacar BARRY, rappelant que ce projet est avant tout port\u00e9 par le d\u00e9partement en charge de l\u2019\u00c9ducation, tandis que le Minist\u00e8re du Plan intervient comme partenaire technique engag\u00e9, garant de la coh\u00e9rence, de la qualit\u00e9 et de la rigueur du processus.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-19764\" src=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/22-1-500x333.jpg\" alt=\"\" width=\"500\" height=\"333\" srcset=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/22-1-500x333.jpg 500w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/22-1-768x512.jpg 768w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/22-1.jpg 1024w\" sizes=\"(max-width: 500px) 85vw, 500px\" \/><\/p>\n<p>Pour sa part, le Ministre Alpha Bacar BARRY a mis en lumi\u00e8re les d\u00e9s\u00e9quilibres actuels du syst\u00e8me \u00e9ducatif, marqu\u00e9s notamment par une r\u00e9partition in\u00e9gale des infrastructures scolaires et une insuffisance de donn\u00e9es consolid\u00e9es, limitant l\u2019efficacit\u00e9 des politiques publiques et la qualit\u00e9 de la planification sectorielle.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-19753\" src=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/10-14-500x333.jpg\" alt=\"\" width=\"500\" height=\"333\" srcset=\"https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/10-14-500x333.jpg 500w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/10-14-768x512.jpg 768w, https:\/\/mpcid.gov.gn\/wp-content\/uploads\/2026\/04\/10-14.jpg 1024w\" sizes=\"(max-width: 500px) 85vw, 500px\" \/><\/p>\n<p>Face aux d\u00e9fis structurels persistants \u2014 pression croissante sur les infrastructures, affectations d\u2019enseignants souvent dict\u00e9es par l\u2019urgence, implantations scolaires insuffisamment align\u00e9es sur les r\u00e9alit\u00e9s d\u00e9mographiques et territoriales \u2014 la carte scolaire appara\u00eet comme une r\u00e9ponse structurante et durable.<\/p>\n<p>Le Ministre du Plan a particuli\u00e8rement insist\u00e9 sur le r\u00f4le d\u00e9terminant de l\u2019Institut National de la Statistique (INS). Gr\u00e2ce \u00e0 son expertise technique, l\u2019INS apportera la rigueur dans la collecte et le traitement des donn\u00e9es, la fiabilit\u00e9 dans leur validation scientifique ainsi que la robustesse des mod\u00e8les de projection. Il a pr\u00e9cis\u00e9 que l\u2019INS ne pilote pas la r\u00e9forme, mais en garantit la cr\u00e9dibilit\u00e9 et \u00e9claire les d\u00e9cisions du secteur \u00e9ducatif.<\/p>\n<p>La future carte scolaire constituera ainsi un r\u00e9f\u00e9rentiel national unique, permettant d\u2019anticiper les besoins futurs, de renforcer l\u2019\u00e9quit\u00e9 territoriale et d\u2019orienter de mani\u00e8re rationnelle les investissements en infrastructures, en ressources humaines et en \u00e9quipements. Elle permettra surtout de passer de l\u2019approximation \u00e0 la planification, de la r\u00e9action \u00e0 l\u2019anticipation et de la dispersion \u00e0 la coh\u00e9rence.<\/p>\n<p>Cette d\u00e9marche s\u2019inscrit pleinement dans la vision du Pr\u00e9sident de la R\u00e9publique, Mamadi DOUMBOUYA, ainsi que dans la dynamique du Programme Simandou 2040, qui place le capital humain au c\u0153ur de la transformation nationale.<\/p>\n<p>En conclusion, le Ministre Isma\u00ebl NAB\u00c9 a rappel\u00e9 une conviction forte : \u00ab La qualit\u00e9 d\u2019un syst\u00e8me \u00e9ducatif d\u00e9pend de la qualit\u00e9 de sa planification, et la qualit\u00e9 de sa planification d\u00e9pend de la qualit\u00e9 de ses donn\u00e9es. \u00bb<\/p>\n<p><img loading=\"lazy\" decoding=\"async\"
