Un pipeline de projets prioritaires identifi\u00e9, des d\u00e9caissements attendus dans les trois prochains mois<\/em><\/strong><\/p>\n

Du 22 au 24 f\u00e9vrier 2026, une d\u00e9l\u00e9gation de haut niveau de la Banque d’Investissement et de D\u00e9veloppement de la CEDEAO (BIDC) a s\u00e9journ\u00e9 \u00e0 Conakry afin de mat\u00e9rialiser, dans les trois prochains mois, les premiers financements de projets matures, via notamment des Partenariats Public-Priv\u00e9 (PPP), au service du d\u00e9veloppement \u00e9conomique de la Guin\u00e9e.<\/p>\n

C’est en sa qualit\u00e9 de Gouverneur de la BIDC que le Ministre du Plan, de la Coop\u00e9ration Internationale et du D\u00e9veloppement, M. Ismael NABE, a accueilli cette mission, conduite par M. MacDonald GOANUE, Coordonnateur de la Vice-Pr\u00e9sidence des Op\u00e9rations, accompagn\u00e9 de MM. Hugues GOA (Op\u00e9rations Secteur Priv\u00e9), Mamadou CAMARA (D\u00e9partement Juridique), Malick BA (Bureau R\u00e9gional C\u00f4te d’Ivoire) et Seydou GARBA (Gestion des Risques).<\/p>\n

\"\"<\/p>\n

Cette d\u00e9marche s’inscrit dans la continuit\u00e9 du M\u00e9morandum d’Entente sign\u00e9 le 10 novembre 2025, dont l’ambition est de traduire les engagements pris en financements effectifs.<\/p>\n

La Guin\u00e9e, partenaire strat\u00e9gique assum\u00e9 de la BIDC<\/strong><\/p>\n

La mission a d\u00e9but\u00e9 le 23 f\u00e9vrier par une audience \u00e0 la Primature avec le Premier Ministre Amadou Oury BAH. M. GOANUE a soulign\u00e9 que \u00ab la Guin\u00e9e est aujourd’hui per\u00e7ue comme un pays en pleine transformation, n\u00e9cessitant un accompagnement op\u00e9rationnel et financier structur\u00e9 \u00bb, rappelant que la Guin\u00e9e assurera cette ann\u00e9e la pr\u00e9sidence du Conseil des Gouverneurs de la Banque Africaine de D\u00e9veloppement.<\/p>\n

Le Premier Ministre a d\u00e9fendu un d\u00e9veloppement \u00e9quilibr\u00e9 ax\u00e9 sur les zones rurales et les petites villes, citant notamment la route du sud comme axe strat\u00e9gique d’int\u00e9gration territoriale et de connectivit\u00e9 r\u00e9gionale.<\/p>\n

Les jours suivants, la d\u00e9l\u00e9gation a \u00e9t\u00e9 re\u00e7ue en audience par plusieurs ministres, entour\u00e9s de leurs cabinets et services techniques, en vue d’identifier les projets pr\u00e9sentant un niveau de maturit\u00e9 suffisant pour b\u00e9n\u00e9ficier d’un financement imm\u00e9diat.<\/p>\n

Ce portefeuille prioritaire devra r\u00e9pondre \u00e0 un double crit\u00e8re : maturit\u00e9 \u00e9lev\u00e9e et coh\u00e9rence avec les axes strat\u00e9giques du Programme Simandou 2040, feuille de route de la transformation \u00e9conomique voulue par le Pr\u00e9sident de la R\u00e9publique.<\/p>\n

La BIDC a r\u00e9affirm\u00e9 son engagement \u00e0 accompagner cette ambition par un appui technique et financier.<\/p>\n

Les PPP, levier d’un financement innovant et soutenable<\/strong><\/p>\n

Point saillant des \u00e9changes : le recours prioritaire aux PPP pour financer les projets structurants. D\u00e9j\u00e0 \u00e9prouv\u00e9e en C\u00f4te d’Ivoire, cette approche permet d’attirer des capitaux priv\u00e9s pour le financement d’infrastructures d’envergure, tout en pr\u00e9servant l’\u00e9quilibre budg\u00e9taire de l’\u00c9tat, les engagements li\u00e9s aux PPP n’alourdissant pas directement son bilan.<\/p>\n

La BIDC, forte de son expertise dans l’espace CEDEAO, entend y adosser le recours au march\u00e9 obligataire r\u00e9gional afin de diversifier les ressources mobilis\u00e9es sans compromettre la trajectoire de soutenabilit\u00e9 de la Guin\u00e9e.<\/p>\n

La BIDC s’ancre dans le tissu \u00e9conomique guin\u00e9en<\/strong><\/p>\n

Le 24 f\u00e9vrier, dans la salle de r\u00e9union du Minist\u00e8re en charge du Plan, la mission a rencontr\u00e9 les repr\u00e9sentants des milieux \u00e9conomiques guin\u00e9ens, Patronat et Chambre de Commerce et chambre d\u2019agriculture.<\/p>\n

La BIDC y a annonc\u00e9 l’ouverture prochaine \u00e0 Conakry d’un guichet direct destin\u00e9 \u00e0 accompagner les op\u00e9rateurs \u00e9conomiques dans la structuration et le financement de leurs projets \u00e0 fort impact social, un ancrage op\u00e9rationnel in\u00e9dit qui rapproche concr\u00e8tement la banque sous-r\u00e9gionale des acteurs du d\u00e9veloppement, en coh\u00e9rence avec la place centrale accord\u00e9e aux PPP dans le pipeline de projets identifi\u00e9.<\/p>\n

M. GOANUE a par ailleurs confirm\u00e9 l’arriv\u00e9e, dans deux semaines au plus tard, d’une mission technique charg\u00e9e d’\u00e9valuer les requ\u00eates de financement d\u00e9j\u00e0 soumises par la Guin\u00e9e, afin d’acc\u00e9l\u00e9rer les proc\u00e9dures de d\u00e9caissement.<\/p>\n

La Guin\u00e9e et la BIDC, dont la coop\u00e9ration est d\u00e9j\u00e0 marqu\u00e9e par plusieurs conventions de financement, entrent dans une phase de mise en \u0153uvre acc\u00e9l\u00e9r\u00e9e : projets cibl\u00e9s, d\u00e9lais resserr\u00e9s, financements innovants et op\u00e9rateurs \u00e9conomiques pleinement mobilis\u00e9s. Le cap est fix\u00e9, des d\u00e9caissements effectifs avant la fin du premier semestre 2026.<\/p>\n
