\u00c0 Paris, le 27 novembre 2025, le Ministre du Plan et de la Coop\u00e9ration Internationale, Isma\u00ebl NABE, a pris part au 24\u1d49 Forum \u00e9conomique international sur l\u2019Afrique, organis\u00e9 par le Centre de d\u00e9veloppement de l\u2019OCDE en partenariat avec l\u2019Union Africaine, l\u2019AFD et Cassa Depositie Prestiti.<\/p>\n

\"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\" \"\"<\/p>\n

R\u00e9unissant ministres, d\u00e9cideurs, partenaires techniques et financiers ainsi que des acteurs du secteur priv\u00e9, cette \u00e9dition a port\u00e9 sur le th\u00e8me : \u00ab D\u00e9veloppement des infrastructures en Afrique : acc\u00e9l\u00e9ration, financement et transformation structurelle\u00a0\u00bb.<\/p>\n

Un plaidoyer pour l\u2019Afrique en mutation<\/strong><\/p>\n

Devant les repr\u00e9sentants de l\u2019OCDE, de l\u2019Union Africaine et de nombreux partenaires internationaux, le Ministre NABE a appel\u00e9 \u00e0 une mobilisation accrue des financements pour les infrastructures africaines. Il a rappel\u00e9 que l\u2019Afrique fait face \u00e0 un d\u00e9ficit annuel de financement des infrastructures estim\u00e9 entre 100 et 170 milliards de dollars. Selon l\u2019OCDE, un investissement de 155 milliards de dollars par an pourrait accro\u00eetre la croissance du PIB africain de 4,5 points et doubler l\u2019\u00e9conomie du continent d\u2019ici 2040. \u00ab Investir dans les infrastructures africaines n\u2019est pas un devoir africain, c\u2019est une opportunit\u00e9 mondiale \u00bb, a-t-il affirm\u00e9.<\/p>\n

L\u2019exemple guin\u00e9en : Simandou 2040<\/strong><\/p>\n

Le Ministre Isma\u00ebl NABE a mis en avant l\u2019exp\u00e9rience guin\u00e9enne, notamment le Programme Simandou 2040, comme mod\u00e8le de transformation structurelle et de coop\u00e9ration r\u00e9gionale. Une strat\u00e9gie nationale port\u00e9e par le Pr\u00e9sident Mamadi Doumbouya qui inclut le plus grand projet int\u00e9gr\u00e9 minier, industriel et infrastructurel d\u2019Afrique.<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 650 km de chemin de fer transguin\u00e9en<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Un port en eau profonde<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Zones \u00e9conomiques sp\u00e9ciales multisectorielles<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Corridors \u00e9nerg\u00e9tiques et num\u00e9riques<\/p>\n

Ce projet est con\u00e7u comme un corridor de d\u00e9veloppement et d\u2019int\u00e9gration r\u00e9gionale, destin\u00e9 \u00e0 catalyser une nouvelle base industrielle en Afrique de l\u2019Ouest.<\/p>\n

Vers une reclassification de la Guin\u00e9e<\/strong><\/p>\n

Le Ministre Isma\u00ebl NABE a \u00e9galement plaid\u00e9 pour une r\u00e9vision du classement de risque-pays de la Guin\u00e9e par l\u2019OCDE, actuellement en Groupe 7 (le plus \u00e9lev\u00e9). Il a soulign\u00e9 les r\u00e9formes macro\u00e9conomiques, la consolidation budg\u00e9taire et les investissements strat\u00e9giques d\u00e9j\u00e0 engag\u00e9s.<\/p>\n

Un reclassement en Groupe 5 permettrait :<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Une baisse du co\u00fbt du capital<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Un acc\u00e8s \u00e9largi aux cr\u00e9dits \u00e0 l\u2019exportation<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Une plus grande confiance des investisseurs<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 L\u2019acc\u00e9l\u00e9ration des projets r\u00e9gionaux majeurs<\/p>\n

Une vision partag\u00e9e pour l\u2019avenir<\/strong><\/p>\n

Le Ministre NABE a insist\u00e9 sur la n\u00e9cessit\u00e9 d\u2019une nouvelle architecture financi\u00e8re mondiale, fond\u00e9e sur :<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Des financements concessionnels adapt\u00e9s aux ambitions africaines<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 L\u2019alignement du capital mondial sur les corridors strat\u00e9giques<\/p>\n

* \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Une meilleure prise en compte des r\u00e9formes africaines dans les notations internationales<\/p>\n

\u00ab L\u2019Afrique ne demande pas la charit\u00e9. Elle demande un capital \u00e9quitable et des partenariats strat\u00e9giques \u00bb, a conclu le Ministre Isma\u00ebl NABE, invitant les partenaires internationaux \u00e0 choisir l\u2019infrastructure comme pont entre l\u2019Afrique et le monde.<\/p>\n

En marge de ce forum, le Ministre NABE a \u00e9chang\u00e9 avec Madame Ragnheidur Elin Arnadottir, Directrice du Centre de D\u00e9veloppement de l\u2019OCDE, et a r\u00e9affirm\u00e9 l\u2019engagement du Gouvernement \u00e0 poursuivre les r\u00e9formes visant l\u2019am\u00e9lioration du climat des investissements et la mise en \u0153uvre du programme de d\u00e9veloppement Simandou 2024.<\/p>\n
